§ 5.28.190. Permit—Denial—Revocation—Appeal.
Any applicant or permit holder who is dissatisfied with the revocation or denial of any solicitation permit by the City Manager may appeal such decision to the City Council. Such appeal shall be in writing and filed with the City Clerk within ten (10) days after service of notice of such decision setting forth the grounds of appeal. At the hearing of such appeal, all facts connected with the revocation or denial of the permit shall be presented to the City Council, and the City Council may make such further investigation as it deems necessary; after the hearing, the City Council shall affirm or reverse the decision of the City Manager; and in the event the City Manager's decision is reversed, the Council shall direct him to reinstate or approve the permit. The action of the City Council shall be final and shall take effect when written notice thereof is served by mail.
