§ 21.41.223. Parking—Joint use and parking district.
A.
Joint Use of Parking Facilities. When two (2) or more uses share a parking facility, and when demonstrated by a signed affidavit that the hours of their demand for parking do not overlap, or only partially overlap, then the parking requirement may be reduced by the Zoning Administrator through approval of an administrative use permit.
B.
Parking District. When the property owners of a contiguous commercial district have established a parking district pursuant to the laws of the State of California, that parking district may develop a parking plan for the district. When such a plan, along with the financial arrangements to implement the plan, has been approved by the Planning Commission, or, on appeal, by the City Council, such plan shall supersede the parking requirements specified in the zoning regulations.
C.
Redevelopment Project Areas. When a parking plan is developed for a redevelopment project area and approved by the Planning Commission, such plan shall supersede the parking requirements specified in the zoning regulations.
