The Director of Parks, subject to the direction and control of the City Manager, is
vested with the authority, and it shall be his duty, to supervise and manage the Recreation
Park Clubhouse, and to issue permits for the use thereof, in accordance with the subject
to the terms, conditions, limitations and restrictions contained in this Chapter.
