No person shall pick, gather, or remove any mollusks, crustaceans, seaweed or other
living marine organisms from the pilings, floats, piers, seawalls or other harbor
structures or from vessel hulls within the marinas except pursuant to a permit for
such activity issued by the Director pursuant to Section 16.08.720.
