§ 10.12.010. Speed limits increased.

A.

Upon the basis of an engineering and traffic survey of the streets concerned, the Council determines and declares that for the following streets and portions of streets, located within "residence" and/or "business districts" as defined by the Vehicle Code, the prima facie speed limit of twenty-five (25) miles per hour is lower than is reasonable; and that in order to facilitate the orderly movement of traffic in a manner which is reasonable and safe, the prima facie limit of speed on said streets shall be as follows:
